The Bedford Township Municipal Authority (BTMA) Board of Directors adopted Resolution #2026-06, September 2, 2026, which is requiring mandatory sewer lateral testing for customers connected to the BTMA sanitary sewer system. The Municipal Authority of the Borough of Bedford (MABB) provides treatment for BTMA sanitary sewage collected by BTMA. MABB is under a Consent Order and Agreement with the PA DEP to remove its combined sewer outflow (CSO) by December 31, 2028. BTMA must remove Inflow and infiltration (I/I) from our sanitary sewer system in order to ensure MABB meets the PA DEP Deadline.
BTMA will be requiring testing by Phases based on geographical areas, age of lines and likelihood of excessive I/I. Phase 1 customers have a deadline for completion of testing of June 16, 2027, and a deadline for all work and successful testing of December 16, 2027.
The Bedford Township Municipal Authority Board amended the Wastewater System Rates, Rules and Regulations to include Sanitary Sewer Pressure Testing at Property Transfer. This was approved on February 7, 2024.
Effective June 1, 2024, prior to the sale or transfer of improved real estate, which has been provided sanitary sewer service by the Authority, said property must successfully pass an air pressure test as hereinafter set forth. This regulation pertains to both residential and all non-residential properties wherein the structure’s building drain and service lateral is not interconnected with that of any other customer.

NOTE: Requests for inspection or witnessing of the testing must be made a minimum of 72 hours in advance of the requested time. System Operators are available Monday – Friday from 7:00am – 3:00pm for inspection or witnessing and will allow 30 minutes per test. The witnessing of a test shall be for the actual test itself, not for the preliminary hood up or other work which precedes the test.
