Visitors and Guests: Gus reported on the September 16, 2026, PENNVEST meeting. The project appears fully grant-eligible, though the funding offer may be lower; based on local median household income, a 60–70% grant is considered possible. Other grants may help fund smaller components, but the project is still estimated at $20 million. Design and permitting are expected to continue through 2028, with a PENNVEST application in early 2029, construction beginning no earlier than fall 2029, and completion in 2031. PENNVEST payments would begin after completion, and interim funding will be needed for permitting and application costs. The SRBC consent order requires a status update by October 23, 2026, on the public water supply permit for Well 1R, including a schedule for bringing the new well online and abandoning the old well as part of the treatment plant project. Gus requested approval to submit three $100 local-share grant applications for the Keewaydin tank rehabilitation, SCADA system, and Girard pump station rehabilitation. Dale Smith moved to approve, Joe McGovern seconded, and the motion passed unanimously.

The QuickBooks financial report from the previous meeting was approved and the motion was made by Dale Smith and Kent Renaud seconded the motion; all were in favor.

Operations Report: Gable’s Electric installed and adjusted a new soft start on Well 1, to correct an imbalance. Staff located one reported leak and hope the repair resolves the issue. A second leak, previously repaired over the winter, requires another repair, and a subcontractor has been contacted.
